I don't believe you can but the business centers at the Disney hotels with convention centers do have small selections of electronic items and that would be a likely item. If needing close to MK then the business center at the Contemporary will be the easiest to get to although as I mentioned I don't know if they have that particular item.

I dunno - I've not actually SEEN them sold anywhere but they're such a camera and cel phone staple now (they're the default charging cables for android phones) I would think any of the camera stores in the parks that sell the memory cards would also sell the mini-USB cables? (or the sundry stores at the resorts).
