If someone had a clipart I wanted to use I would pm or email them and ask if I could use it, especially if they have it stored on their own site.

But seriously, people who want to use images from someone else should ask first - say from someone on the board they are using. I think it's an absolute must that the person ask directly for permission to link from a personal website. Or they'll learn the hard way (via file swaps) that it's not a great idea...
