if you are doing the walk-through of Forbidden Journey and not riding the actual ride?
 
Nope. When you first get into the castle just tell the TM that you just want to tour the castle and they will direct you to a stair case that leads to the touring line. Since you are not riding, there is no need to deal with the lockers, you can just carry everything with you.

When you go through the tour line, go up that staircase slowly and look around carefully! There is a lot going on there! :thumbsup2

There was a time limit on the free part of the locker though - but I don't remember how long it was, sorry!
 
My understanding is the length of wait determines the time limit on the free locker.
Ours had a 30 minute limit/projected wait and ride time, and we were done in the 5 minutes it takes to walk to the ride and the 5 or so minutes duration of the ride. Same with Dragon Challenge.

We used the pay lockers 2 times, we weren't going to go on any more water rides because it was so cold, then got brave and decided to go on one more and put our jackets and long sleeved sweatshirts into the lockers to keep them at least from getting wet. We each paid for first one and then the other and what's another $3 at this point in time?

Yes there are lockers in a number of locations.

The ones we used were near the JP River Ride and the Rip Saw Falls. They charge increasing increments up to a certain $ amount for the day $14 at IOA. They are pretty conveniently located in various areas, we just didn't expect to use them more than the one time (other than the free ones) that's why we ended up paying $3 twice. We could have taken our stuff on the two rides but on Rip Saw they would have been drenched and it was a cold day.

Actually that site answers many of the technical questions, this site we're on is the best for personal perspective!
 
There are also full day lockers at the front of both parks for around $10/day depending on size.
