Do people on DDP not tip?

I wanted to post something my wife overheard while we were at Le Cellier on Sun 12/7. After I got the bill, I gave the waitress a 20% tip and my wife heard her talking to the waiter at the next table expressing extreme surprise that someone would tip 20% and him commenting on how lucky she was. It occurred to me that a lot of people skimp on tips because they figure they have already paid for the DDP and should not have to cover a tip. I'm not sure how common this is but I think this may occur more often than not. The service and food at Le Cellier was awesome too!
