Do outside characters come back out after rain?

We're at Epcot and I really wanted to meet Mulan in my Mulan dress. Unfortunately, it started raining and looks like it will for a bit. Do characters that are outside come back out after rain?

Yes. They do return as soon as Managers give the okay to return, or, they send them out to an alternate location.

Ask around. Sometimes they are meeting right inside a nearby building and you wouldn't even know.
