Do I need a passport to fly to Mexico?

We're flying to Cancun next month, and our travel agent said we need passports. My dh has one but I don't, and I don't think I have enough time to get one before the trip, unless I pay a huge fee and sit in the passport office all day. According to the passport website, passports aren't required for air and sea travel until Dec. 30, 2006, but our travel agent is insisting that I need one. Who's right? I'm hoping I can just use my birth certificate.
 
You don't need one until 2007. DH just got back from Cancun and although he had a passport, he didn't need one. I would apply for one but don't pay the extra to have it processed faster. They are good for 10 years and you will need one for Canada and Mexico. If you get it before you go, getting through customs on both ends of your trip will be faster.
