1) work on cruises? We've started saving up

2) have fees if you wait too long to use them? (Will not be going for about 2 years)

I am the one who's impossible to Christmas shop for, and was thinking maybe this would be something the in-laws would be ok with...

Yes they do work on cruises. I am using mine currently to pay off my cruise. As far as I know they do not have a penalty if you do not use within 2 years as we have had to postpone a trip in the past that we had saved cards for and I do not believe there was any fee
