So I walked past it numerous times and didn’t even notice.

Apparently I’m only observant if I plan to report back on something.
Lol, it's right there yet still tucked away. You do have to be looking for it. If you are just concentrating on walking down the ramp you wouldn't look toward AP
 
Is the $99 club level upgrade per room or per person? And is it just at WL?

I'm always surprised at how many things are not advertised and you need to be in the DIS to learn.

The $99 is per room. I have no idea if it is offered at other resorts but I don't think it is.

Since @AngiTN and @Lsdolphin cover the pricing. I will add the additional answers.

This is only available at the WL. When the south side of the main building was converted to DVC that meant that the number of CL rooms was reduced by about 50%. Also, originally only the 7th floor and the Deluxe rooms on each of floors 1-6 were included in CL service offerings.

This offering allows the WL to offer CL service to any WL "hotel" room since many guests did not like the 7th floor with the enclosed dormer balconies. They offer this at check-in at the current price up to the capacity for the OFC on the 7th floor. A creative way to improve revenue of the WL.

Really like it, I have to say. Though if you are susectible to mold it may not be good. Got a really strong musty smell. Didn't bother us. Good thing a refurbishment is coming. Booked standard by the way

Then later yesterday afternoon a CM came to the room with a bag holding a wonderful WL picture frames and a nice card from the Lodge. I actually have a great photo of Adam standing next to the Humphrey bear outside the lounge to put in the frame.
That was really nice of them. :)

How do you like the new Old Faithful Club?

Good upgrade to a Courtyard room. Let us know if you hear any late night noise as that corner can get busy when the last of to boats return.

Did any CMs know about the room refurbishments or the timing of the AP conversion from SD to Character Dining?

We have not stayed in one at WL, just at BWI (also as an upgrade)

Beautiful view. I have never stayed in a deluxe room we always used to stay in a standard room on CL level but I really like the great open balconies on the 5th and 6th floors. Waiting for the fireworks will post photo of view.
 
I feel silly asking this, but what is a deluxe room? How is it different from a regular room?

It's not deluxe for the record, just a 2 queen
 
There are 2 Deluxe rooms per floor 1-6 and by default they are CL rooms so no need to add the $99 upgrade fee at check-in. As @AngiTN indicated they are larger than the basic rooms and sleep 6.

Brings up a thought, which resorts have them? Do they all have them? I've never looked it up
I know WL and BWI. We've stayed in one at BWI. Even got one on the CL floor.
 
I only know about the WL, BC / YC (see notes below), and BWI having Deluxe rooms. They all sleep 6. The CL feature gets slightly more complex at the BC.

WL Deluxe - CL - bookable class of rooms, only 10 left
BC Deluxe - bookable class of rooms, sleeps 6 with no CL access
BWI Deluxe - CL - bookable class of 10 rooms, 5 on 3rd floor and 5 on 4th floor inside the Inn Keepers Club.

Notes:
BC Deluxe - CL - bookable class of rooms, sleeps 5 with CL access
YC Deluxe - bookable class of rooms that sleep 4 with CL access

ETA: reduce WL count from 12 to 10
