They MIGHT if you press them on it, and then act like they did you some earthshatteringly huge favor. But it's true -- I was told the same about BCV. No problem, though, I just bought resale instead for a LOT cheaper! :D
I presume your saying they might expand the wait list if they see a sale in the making. You're not saying they can change the UY of the unit?

No, the UY is assigned to each specific residental unit as part of the declaration. The wait list being "closed" is an arbitrary thing. They can open and close it as they see fit on a case-by-case basis. If you asked your guide for, say, 50 points in the unit you already have a contract in, they have a little extra inventory in that unit, and nobody on the "closed" waitlist happens to be waiting for that particular unit, I'm sure it would suddenly be "open" for you.

They won't open the waitlist for anyone. If it's their only chance of a sale, they might skip the waitlist entirely and sell it to you, if they can grab the points from someone in ROFR.

I suppose that could be true. I just think that it depends on who you talk to, like everything else Disney-related. The "official" word may be that it's closed, but if you ask enough, a guide could "go above and beyond" and get an exception for you. It's another way of doing something really simple that's of no cost to them, but makes you feel like you're getting something extra. Why would a wait list be closed anyway? What would be the point, other than to project an image of extreme demand?

To close a sale. "I'm sorry, we can't even add you to that waitlist. But you can buy PVB right now!"

There is zero incentive to add anyone to those waitlists. They're trying to sell today, not in three years. Closing the waitlist removes a "no" and makes it easier to sell today.

I don't care who you talk to or how "nice" your guide is, you will not get added to a closed waitlist. You might, by some miracle, be able to buy one of those resorts, but you won't be added to the waitlist.
 
All true, I'm sure, but I'm just saying that they can be opened or closed at any time. The story seems to change every so often, too.

I wasn't about to pay $155/point (now $160!) for BCV anyway so it doesn't affect me either way!
