I seem to remember disney used to offer a giftcard of some sort if you visited them on your actual birthday, can someone please tell me if they still do this

Long gone, don't remember the exact dates but it was for 2009 promotion.

Million Dreams was Promo for 2008 then followed the year after with What will you celebrate? then last year was Give a Day. Get a Disney Day
