You can purchase Disney Dollars at any Disney Store in your area. Additionally, you can purchase them at Guest Services in the WL lobby or at any WDW resort.
Has this always been the policy, or is it something new? I had always heard that you could exchange them back for cash, but this is the first I've heard of needing a receipt.

It depends on the store. The last time I tried to exchange DDs, I went to three Disney Stores before I could find one that would exchange them. The first 1 said they wouldn't exchange them, the fact that I had the receipts didn't matter. The second store said they would only exchange the ones that were sold at their store.
Before you buy them ask what the policy is. If you don't use them all during your trip, I believe you can exchange them on site.
Just curious, why do you want to buy DD after your arrival??
We've bought them for our son and as gifts for others at The Disney Store before trips. This is a nice suprise for the little ones to heighten their anticipation (as if that's even needed) of an upcoming trip to WDW.
