We had lunch at the Poly this month and it didn't seem anything like what has gone on at the Grand. We usually stay at the Grand but moved ourselves to the Boardwalk because of the GF construction. With our AP discount the rooms per night were considerably less then what the Poly or GF would have cost and other then the walls on the Boardwalk where they are doing the bakery there was no construction.
We stopped by both the Poly and the GF on the Friday and the Poly didn't seem out of the ordinary. The noise was unbelievable at the GF with some sort of screeching saws on the outside of the main building and everything echoed on the inside lobby.
We went back on the Sunday and ate lunch at the Poly, but the lobby was too packed to be able to get a drink and sit, likely because of the extreme heat warning that were happening when were were there, so we moved on to the GF again just to see and we found a little spot beside the stairs where we enjoyed a drink from the bar we brought inside. There was no construction since it was Sunday and there was no echoing at all so it was relaxing.
I do know we made the right call to stay BWI though.
I imagine if construction noise is waking you up that would be frustrating wherever you are.
I honestly think they don't apologize because then that admits some type of fault/guilt. A long time ago I worked in customer service for a large chain corporation and we were told to not say "I"m sorry" all the time, but to use other phrases to express that you cared, like "I understand" or "what can we do to help you".
They send everybody emails warning of the construction although I think people who don't follow sites like this would have no idea what they were walking into at least at the GF the last two months. We stayed there in June and it was fine.
The thing is all those other guests are staying and dealing with it too. If they do something for one person other than offering another available room, it could/would mean having to do it for all. They aren't going to offer discounts beyond what they have to, to fill the rooms and based on what I saw the resort was packed.
