Dining Reservation Cancellation Charges?

At WDW it's a 24 hour cancellation policy, but one way I managed to get around it (with the help of a CM actually) was to CHANGE the reservation to more than 24 hours away, and then cancel that one.

There was a thread about this over on the WDW Dining Board not long ago and it sounds like it might no longer be an option or it might depend on the CM you get on the phone.
