is there any hotels you can stay in, that provides free deluxe dining, or is the most you get free the normal plan and you pay to upgrade
 
None of the hotels offer free Deluxe Dining. Would be nice if they did!
You can upgrade to Deluxe dining from the normal plan at any deluxe resort (Saratoga Springs and Old Key West probably offer the best value if that's what you'd want).

Why do you think they class saratoga springs as a deluxe? When you look at it in the brochure it does not look as nice as others that are moderate ????? Also do you know if there is a nice pool at saratoga springs.
 
I guess SSR is classed as a deluxe because 1) it is a DVC property and 2) unlike the moderate resorts the rooms do have a private balcony.

The pool at SSR is nice (haven't used it, just saw it as I used the SSR spa), the only thing I do not like about SSR is the reduced facilities there (options of Disney restaurants etc), but I guess you are so close to DTD you could use facilities there. Also, for me, the resort is too spread out.
