Deceased Ticket Owner - Transferable?

My Dad passed away leaving 3 days remaining on a never expire ticket. My mom is coming with us to WDW in December and if possible would like to use the ticket so it doesn't go to waste. Is there any way to transfer the ticket? Do we need to bring a copy of his death certificate? The ticket was last used in October 2013 and was linked to a magic band. Any insight or experience you can share is appreciated.

1. For your Mom, very likely.
2. Some posters have done that.
 
Is this something we can do in advance so we can add fast pass plus or do we need to wait until we arrive and go to guest services?

You can make FP+ with ticket right now (or as soon as your FP+ window opens.)

It doesn't matter to whom the FP+ reservations are linked, just as long as there is a valid park ticket associated.
In the park, the person using those FP+ reservations needs to be wearing/using the MagicBand (or RFID ticket) to whom the FP+ are linked.
 

Because the ticket is linked to MDE, you can book your FPs ahead of times once at the park, they'll just transfer/update the ticket data which won't affect the FPs linked to it. Make sure you note the FP data when you request the ticket change.
