We have our reservations booked as room only. We have APs and are DVC members but we're not staying on points. If I want to add the dining plan to our reservation, do I have to buy theme park tickets for each person on our reservation? Thank-you.
 
Depending on availiability, you may be able to book a room/dining package for annual passholders. This type of package does not require a ticket purchase. You must present one adult annual pass at check-in.

Once you add the dining plan, your reservation is a package, not a room-only reservation, and it is subject to the payment, change and cancellation rules that apply to packages.
 
DVC has a contract with disney allowing their guests to add the dining plan without buying a ticket (since alot of us are AP's). The best thing to do is call the resort directly and ask them. You also need to add the dining plan before you checkin.

You can get DDP as a DVC member only if you are staying on points. The OP isn't staying on points.
