Can you wait? I'm thinking the longer you can wait, the less time you'll have to buy and the cost goes down, no?
True. It takes the minimum of 1 month to get the paperwork processed to retire. So, May 30 for a last day June 30, retire effective July 1.
How long does it take to buy the time? Minimum, once they mail out the amount. However, my contract is only good thru June 30. This year, it didn't get signed until after June 15. That's cutting it too close.

Totally. The main sports things left are watching England abroad in a World Cup, an Milb game, a College Bowl game, and a Friday Night HS game in the South, probably Texas, Bears at Soldier field and the Super Bowl. The Super Bowl thing is in Motion. Can't see myself in Qatar for the next WC, so that seems to be coming the holy grail (cue the Monty Python Quotes) I should have gone when it was in France. Things like West Ham in the Champions League ain't ever gonna happen, so that's a few quid saved. The Lady K is pretty patient with stuff like this. I'm not down the pub all week like a lot of my mates, I don't play golf, watching live sports is my thing, so that's where some of my dough ends up.

I was disappointed with live NFL game. The stadium experience was terrific, but the players were so far away, even with good seats. I do enjoy MLB game live though. Have fun at the game.
As for retirement, yes, I can keep working. 324 months of service (or 27 years) is needed for full retirement. 2 levels of early retirement at 312 and 300, which is a reduction in pay benefit. If I purchased the year and work 2 months, then I am eligible for the early retirement. I could continue working, which would just give me more money.
I'm a bit confused...if you have 286 months and you buy a year, I count 298 months. That means you could retire in 2 months. Hoping the cost is doable. Hoping you can retire and convince the wife to move down here and then you could get something to supplement your retirement (since you don't want to retire yet).
If you are retired already, then the vote doesn't matter at that point? In other words, they can't take away the retirement after the fact, can they?
Given all the carp you've talked about, I think paying to get paid through retirement is worth it, but I'm guessing it will be a purely mathematical equation at that point.

You are correct on all points. I've requested the quote and have to wait for it to arrive in the mail. I would be able to retire in Sept 2019. And, the legislation is just for those currently paying towards their retirement, not the ones receiving it. All of their attempts (and the one passed & overturned by KY Courts) set the effective Jan 1 or July 1. So, out by Sept saves me.
Also, I am allowed to add on unused sick time at the end for additional service credit. I have 6 months of unused sick time. If I waited until March 2020, that sick time would give me 26 years of service. But, that one would depend on a vote that wasn't effective Jan 1.
As for relocating to Florida, that is still going to be 3 years from now. My youngest is starting 10th grade, and DW believes it will hurt her education. I guess I may be able to move down earlier to start the transition.
