The only thing that gets submitted is the application, which includes personal information, job history, education information, and that's about it. You are given the option to include a resume or letters of recommendation but they are not required. From what I have heard, no one actually looks at the resumes that are submitted, as the first thing to look at your application is a computer system that decides if you get a WBI or not, but that's not really backed up by any information other than he-said-she-said stuff from the Facebook page.
Best to fill out the application to your best ability, just in case, and include a resume if you want to feel more comfortable. A tip for filling out the app from the DCP programs blog, if you are worried about all your information being there that you would normally include on a resume, is include volunteer work and other extracurriculars in the job history section. That way you can provide them with a little more information about yourself.
