DCA and construction question

I was wondering if the water will be back in the lagoon, and if a lot of the construction will be down around the water? I see so much construction and I think its great because a better park is at hand, but I also love the water and was hoping to see it back. no biggie really just wondering what will be done by the time I get there in August.
