1. Technically no. If your card is scanned first, it shows as BOGO. If an item is scanned before you give your card to be scanned, it removes the amounts when the cashier presses total.
Some of the coupons with a bar code would probably remove the amount anyway, but the cashiers are supposed to verify the final total.
2. No for the same reason as 1.
The people who caused problems at CVS were trying to get around this by having their cards scanned at the end and trying to get the cashier to use coupons before s/he pressed total. Stores have received memos saying to press total before scanning coupons.
All of us regular shoppers here want them to press total first because you can "go negative" if they don't. This might not make sense now, but it'll happen some day if you keep shopping there. You end up either losing ECBs or scrambling to find something to fill in.
My stores here will all scan the store card if you don't give them your card before the transaction starts. I guess to eliminate people waiting! Some will even scan their store card automatically and then just scan yours when you hand it to them.
