I've been told no. But you need a PIN in order to charge back to the room so don't inform anyone what the PIN is that you don't want to charge back to the room. That's what I did and it worked just fine.

Just get there and disallow room charging to the other room. Easy as that. During online checkin make up a PIn for the other room and don’t tell them, then if they need it for Dining they can have it but they won’t have room charging because you disallowed it at the front desk. They’ll have to figure out another way to tip for table service, of course.
I pay for a 2nd room for my daughters maternal relatives and every time we have been the front desk has been extremely helpful in making sure that just our room has charging privleges.
We got rooms for my husband's entire family a couple years ago, we didn't want them charging to our card, and they didn't want to set up their own card for charging and the front desk was able to set it up so that only our room had charging privileges.
You can have only certain magic bands with charging privileges. When I checked in at the front desk, I told them which bands could charge and which shouldn't. They set them up accordingly.
