We have reservations for the CP for the first time. The info on the boards said that the posted price ($44.99 for Le Cellier) includes gratuity not tax. The total I got billed for added the tax on. Does this mean that I have nothing left to pay for at all the end of the meal that night?

You have nothing left to pay. It's like using a meal voucher. If they do it like in past years (and there is no reason to assume otherwise right now) you can pick up your voucher at your Disney resort a day or two before your seating day, at your convenience. Just go to the resorts Guest Services desk.
