I'm a Fall 2013 CP hopeful and I'm pretty sure the applications come out late Jan/early-mid Feb. I'm not sure if you've seen it yet, but there is already a facebook group for the Fall 2013 College Program hopefuls!

Oh I'm sorry I meant the deadline for final submitting of applications, not when they first become available. Applications are generally out by February and interviews finish by early/mid April. The regular fall program starts in mid to late August and ends in early January and the advantage program beings in late May or early June and ends the same time.
