I second cruisecritic.com, I've been to Cozumel twice.
San Miguel in Cozumel has a wonderful square with shops and restaurants, cheaper in and around the square, and more expensive on the street facing the water. You can take a taxi here, I want to say it was like $15.
Last time we were there, my DH and rented a car. You can do this yourself, once you get off the ship. I think it was Hertz. Just make sure to get the insurance. If you wait until the crowd passes getting off the ship, you can haggle a bit. I think we paid $60 inclusive for the day and another $15 for gas.
Then we drove to both Mayan ruins. One is just one building,within a tacky tourist trap area, but still fun and the other is a big town like area, that is just gorgeous. (This one cost like $12? to enter) We stopped and had a few beers on the beach on the other side of the island, stopped at a roadside stand and bought a blanket, which I use as my tablecloth. And ended back up at the square in San Miguel.
ETA there is also a great little museum in San Miguel about the history of Cozumel and Mayans. highly recommended if you like that sort of thing.
I agree go shopping in San Miguel, don't shop on the main street. Shopping in the center/square or back a few streets is much cheaper. Yes it's safe!
We will be going in about 2 1/2 weeks, we will be staying there we always rent a villa.
