I doubt I can be of too much help, since it was 1985 when I stayed on the 14th floor and was an impressionable 17 year old at the time...
But, as I remember it, the 14th floor is all suites. We had a one bedroom suite that looked over Bay Lake. The layout was very similar to what is on Disney's website for a 1 bedroom suite. There is a bedroom (a standard hotel room) connected to a very large room with a sitting area, a dining area and a galley kitchen. The balcony extends the entire width of both rooms. There are one or two pull out sofas in the living room area for additional sleeping capacity. They had nice fluffy white terry robes with a Mickey embroidered on them.
In the mornings they had breakfast and in the afternoon they had refreshments. As I recall, both were served in a common area on the floor.
As for the level of the service, I can't say for sure because (a) I was a teenager (what did I know) and (b) it was 18 years ago and a lot has changed. At the time, there were only 2 resorts in Disney World. I know my parents still speak very highly of that stay (btw, we were in a suite because of a resort mistake... they gave away our room).
