If free dining comes out and I decide to upgrade at POP to TS, would I have to Pay a penalty to switch to QS if more than 45 days out?

I am missing the question...you mean if you first upgrade to TS when you book but then later decide that you really just wanted the QS plan? I think as long as the changes happen before 45 days then you're good and you won't incur a fee. You'd of course be issued a refund of the difference for the downgrade though.

There is no penalty for making changes before the 45 day mark.
