Confused about rope drop/ETPE

Hi there. I have a few questions about rope dropping and early them park entry. My family and I will be going in a few weeks and I'm trying to maximize the most time possible. We are staying on property so we're eligible for the early entry. I've watched videos and am currently playing on the MDE app to get a feel for things. I checked this morning and noticed that there were already wait times for rides at all the parks before opening time and before the "early entry" time was supposed to start as well. Can someone explain how this works? TIA!
