Concourse Steakhouse for lunch....

I would choose Concourse for lunch, mostly because you can make ADRs. B&C is very small and can be hard to get a table (the counter is easier--but doesn't work with a highchair).
 
Depends on what you want. Concourse is a sit down place where you can make a priority seating. It's nice with the monorail going overhead. Chef Mickey's is right next door so you might want to make the seating for after their breakfast closes (it gets noisy).

Beaches and Cream is also a sit down place but no seating arrangements so it's first come, first served. Decent food but I was not impressed with the service. Very noisy and scattered. Small as well.

Your two choices are really completely opposite so go with what you want for that day.
 
We absolutely love the Concourse for a nice lunch. We just eat a light dinner that night.
