Commericial Voice over question.

I have always wondered; in commercials where you hear a very articulate child's voice, often on adult subjects; the child being stung by bees in the car seat PSA comes to mind, do they use kids or adults?

Probably both, but more likely most are done by adults. It's not difficult to manipulate a woman's voice to sound like a child's voice (either by the actor, or electronically).

Some voice artists have large parts of their career as voicing "children".

Yes, it is a combination of both. Many women can sound like a child, it is harder for a man. The woman who played Moaning Myrtle is 46! Computers can help a lot these days too.
