Any of the smoking areas. Deck 4, aft, port side, on the Promenade after a certain time. Deck 13, port side, next to Currents Bar. Port side outdoor patio outside Meridian Bar on Deck 12.

Is it possible to actually sit and enjoy a cigar while at sea, or is the wind generally too strong?

It's almost always perfect at Meridian. I've sat there with a book, an Old Fashioned and a two-hour pipe on several occasions, even in the rain since it's a covered area. Didn't even need a windcap for my pipe.
