Since I'm not directly in Chicago, I'm not 100% sure how they do it since Pre-K is optional.
I know in my town the school/park district combo one follows the Sept. 1 cut-off for being able to go. My little guy turns 3 next Monday so since he is 3 after Sept. 1, he wouldn't be able to go until the start of the school next August. If it's going through the school system, unless it's special needs, I have a hunch it would follow the Sept. 1 cut-off ages too.
I would have to register him though via the Park District sometime in February unless he happens to qualify to go as Special Ed (that's the school district part).
I'm going to be calling soon to get him an overall evaluation (they used to do it all at once in February but I've heard now they do it every Monday -- they are free & if there are problems it's so much easier to get it addressed in preschool level than fighting the grade school), that way I know if I'm paying or if the school district is paying.
I have a hunch, I'm paying for this one but I might be surprised. I was with my 6 year old, I knew his speech was off but had no idea he qualified to go because he had other issues too.

By me, Pre-K starts the year right before Kindergarten. They are doing things that Katelyn would be to young for.
