To my knowledge-

It's an event that doesn't show up on any Disney schedules in which a large group of often unscheduled/rare characters come out on the Streets of America at a designated time. Here's more information:

Characters from Fantasmic are out for informal meet and greets. The best way to determine when this will happen is to check Kenny the Pirate's Crowd Calendars. He has the daily schedule posted for Palooza.

They don't come out on Streets of America anymore, they come out near the exit to ToT. I've always missed it in the past but plan on making it a point to find it this next trip. It's a great way to meet some villians.

Totally the best thing we did on our trip. Our pictures our priceless. Only thing they need to do to make it perfect is add a photopass guy!!! The characters really made an attempt to engage my kids, I have photographs of Stitch rolling around on the ground for my daughter, and Aladdin playing with my son's toy "mickey bus."

How does this work? Is there a different line for each different character? Or is there one line and you are able to meet each character in turn respectively placed? Also, based on another's response, I am assuming there is no disney photographer present for the event?

When the gates open, you'll be able to go to the character of your choice and move from one to another. Be polite and wait your turn because if guests begin fighting and arguing, the characters leave for their own safety. They are the Fantasmic performers and their main priority is the show that night.

There will never be Photopass provided as they won't send 10 photographers to an unscheduled event that is totally dependent upon the Fantasmic schedule for that evening.

just wanted to add that which characters appear could change. a PP said it's a good way to meet villains, but there were only "good guys" there when we visited. We had great (& long) interactions with all the characters. There were only a handful of guests there!
