Are there characters to meet and take photos with?
I have never cruised. Considering a 4 night on the Dream.

Yes. There will be photographers as well, but you can ask a CM to take pics for you with your own camera. They'll be around the ship (times listed in the Personal Navigator) and on Castaway Cay.

Is it okay for adults to do the meets, without kids? I never feel awkward doing that in Disney with my adult children. I have to assume it is also not frowned upon on the cruise??

OF COURSE it's ok for adults to do the character meet/greets without kids and lots of adults do it. Yes there are photo packages- cheaper if you purchase it ahead of your cruise.

I' trying to decide how many extras I "need". After researching, it adds up. Excursions, spa, extra meals, photos and on and on.

I did not get a photo package for our 4 night and did not feel a need. The 4 night goes by SO fast that there just wasn't much time to stop for photo ops, really. We did stop for some, and was just fine and happy with pics CMs took with our camera. I'm glad we didn't get the photo package for the 4 night because it would've pressured us into stopping for more character meets, and miss out on other, more unique stuff happening. We ended up getting the 20 digital prints for our 7 night because my oldest kid went nuts meeting characters while roaming the ship that I felt compelled to buy some.

The big difference between Memory Maker and cruise photos is if you don't like the pics you see when you're onboard, or don't feel like you're getting the value you hoped, you can cancel it while onboard, and get a full refund.

We've bought the digital photo packages on our 4 night and 7 night cruises.

The quality of pictures are better then my point and shoot camera. The CM's will take pictures with your camera if you request it, I normally have my camera on video mode so the kids can relive their meet and greet with the characters.

As for adults taking pictures, my wife and I would go take pictures with different characters when the kids were in the kids club. I've found the interactions we've had with the characters to be very memorable.

Before and after dinners you can also take solo/family pictures without the characters. There will be different backdrops, scenes (Christmas cruises there is a Christmas Tree and Gingerbread House) and even stairwell pictures you can take. These photos are also included with the packages.

But if you schedule a session, those pictures are not part of the photo package.

Mickey, Minnie, Goofy, Donald, Daisy, Chip, Dale, Peter Pan, Capt Hook, Captn America, Aerial, Belle, Tiana, Cinderella, Rapunzel, Anna, Elsa, Olaf, and Capt Jack Sparrow are characters we have seen on cruises over the years.

I am sure there are many I have forgotten but you get the idea. Havent been on a Star Wars cruise but I am sure there are numerous characters for that as well.

My Mother-in-law and I did. Let's say it feels a bit weird when you meet the princesses and they talk to you "in character" but with the other characters (Minnie, Mickey, etc.) it was nice!

I never buy the package. I look up the pictures taken at Shutters and I only buy the pictures I like the most.
