Yes. There will be photographers as well, but you can ask a CM to take pics for you with your own camera. They'll be around the ship (times listed in the Personal Navigator) and on Castaway Cay.
There are plenty of opportunities to meet characters and get photos, either with your own camera or the professional photographers. Meet times are listed daily onboard.
OF COURSE it's ok for adults to do the character meet/greets without kids and lots of adults do it. Yes there are photo packages- cheaper if you purchase it ahead of your cruise.
Are there photo packages on the cruises, like Memory Maker in the parks?
There are photo packages, but not quite like Memory Maker. It's done by a 3rd party company. You can look at different options here: https://www.mycruisephotos.com/ If your cruise date isn't up yet, just pick one that matches your itinerary to view options.
Do you find it necessary to get the photo packages?
I' trying to decide how many extras I "need". After researching, it adds up. Excursions, spa, extra meals, photos and on and on.
I did not get a photo package for our 4 night and did not feel a need. The 4 night goes by SO fast that there just wasn't much time to stop for photo ops, really. We did stop for some, and was just fine and happy with pics CMs took with our camera. I'm glad we didn't get the photo package for the 4 night because it would've pressured us into stopping for more character meets, and miss out on other, more unique stuff happening. We ended up getting the 20 digital prints for our 7 night because my oldest kid went nuts meeting characters while roaming the ship that I felt compelled to buy some.
The big difference between Memory Maker and cruise photos is if you don't like the pics you see when you're onboard, or don't feel like you're getting the value you hoped, you can cancel it while onboard, and get a full refund.

Is it okay for adults to do the meets, without kids? I never feel awkward doing that in Disney with my adult children. I have to assume it is also not frowned upon on the cruise??
