I just received an email from Avis announcing special one way fares from either Arizona, or Florida to points north. There doesn't appear to be any additional "zone fee" during this time frame. This is a good thing for some lucky people, however, if Avis has 1000 cars in Orlando, they aren't going to allow 800 of them to travel north. My guess is that only 200, maybe 300 of them will be released without a zone fee from the half dozen major rental agencies in the area. That's only 1200-1800 cars headed north, and if you've got 30,000 stranded travelers in the first few days after the strike, simple logic proves that they will quickly be gone.
If I were in the position of many, I'd be either buying a refundable one way ticket home now, two or three weeks out while the prices are half of what they will be, or reserving a rental car now and cancelling it if you don't need it--even if it means eating a small cancellation fee.
