It's absolutely fine, all of the resorts welcome visitors, and it's perfectly OK to use Disney transportation to get there. As the PP said, do go during the evening, it's a really nice place to go for a stroll.
The problem is: When we were staying at SSR, non-guest would park at DTD then walk over to the resort and use the transportaion system to go to the parks so they do not have to pay. We had many trips where our bus stop was always full with these people. I know there have been several threads here and on other boards about this growing problem...smjj

That's a different problem though. Since buses run from DTD to BWV - they aren't using SSR buses to get there. This should have zero impact on SSR. In fact, for their plans, using an SSR bus would be MORE headache - since there isn't resort to resort transportation.
It really only has an impact on DTD parking. And since they are intending to actually use DTD for eating, its seems as fair that they take up a parking space as someone who is using it for a day of window shopping.

I do not recall ever being asked, in the past 10 years, to show proof of resort guest status before using any Disney transportation.

So it would not be proper for you do as you are suggesting. I know years ago that each resort guest had to show proof of resort stay, but now no such requirement is made so people do use the buses this way.
Disney resorts are not restricted to guests of that resort or even guests of other Disney resorts. The only obstacle you MIGHT face will be parking. You may not get parking close to the resort, but that would also be true if you were staying there.
