CBR question...why the whole resort?

If this is all they are doing, why close the entire resort? Provide CBR guests with extra busses to other resorts for dining options and be done with it...

safety reasons and noise levels... Guest may get in the way of the construction and/or get injured. Noise levels with the construction maybe be very LOUD. I think they're closing the whole resort so the construction will go faster.
