The money is about all gone. We almost bought a car today, too! I guess it just wasn't meant to be.

WASHINGTON (AP) -- The government plans to suspend its popular "cash for clunkers" program amid concerns it could quickly use up the $1 billion in rebates for new car purchases, congressional officials said Thursday.

The Transportation Department called lawmakers' offices to alert them to the decision to suspend the program at midnight Thursday. The program offers owners of old cars and trucks $3,500 or $4,500 toward a new, more fuel-efficient vehicle.

The congressional officials spoke on condition of anonymity because they were not authorized to speak publicly. Rae Tyson, a spokesman for the National Highway Traffic Safety Administration, which administers the program, declined comment.

Congress last month approved the Car Allowance Rebate System program, known as CARS, to boost auto sales and remove some inefficient cars and trucks from the roads. The program kicked off last Friday and was heavily publicized by car companies and auto dealers.

Through late Wednesday, 22,782 vehicles had been purchased through the program and nearly $96 million had been spent. But dealers raised concerns about large backlogs in the processing of the deals in the government system, prompting the suspension.

A survey of 2,000 dealers by the National Automobile Dealers Association found about 25,000 deals had not yet approved by NHTSA, or nearly 13 trades per store. It raised concerns that with about 23,000 dealers taking part in the program, auto dealers may already have surpassed the 250,000 vehicle sales funded by the $1 billion program.

"There's a significant backlog of 'cash for clunkers' deals that make us question how much funding is still available in the program," said Bailey Wood, a spokesman for the dealers association.

Even before the suspension, some in Congress were seeking more money for the auto sales stimulus. Rep. Candice Miller, R-Mich., wrote in a letter to House leaders on Wednesday requesting additional funding for the program.

"This is simply the most stimulative $1 billion the federal government has spent during the entire economic downturn," Miller said Thursday. "The federal government must come up with more money, immediately, to keep this program going."

Brendan Daly, a spokesman for House Speaker Nancy Pelosi, D-Calif., said they would work with "the congressional sponsors and the administration to quickly review the results of the initiative."

General Motors Co. spokesman Greg Martin said Thursday the automaker hopes "there's a will and way to keep the CARS program going a little bit longer."

Where's the other almost $800 million?

22782 + 25,000 = 47782 cars x $4500 each = $215,019,000

There should be another $784,981,000 to give out.

They really think the rest (202,218 people) are sitting in the pipeline waiting already?

They know they have sold 22,782 so far and then they surveyed 2000 of the 23,000 dealers who are participating in the program. The 2000 surveryed have the other 25,000 in the system - so using that logic they are figuring the other 21,000 have an average of so many awaiting approval as well which would put them to the one billion mark.

25000 deals / 2000 dealers surveyed = 13 trades per store

23,000 participating dealers x 13 trades per store = 299,000 trades in the program.

Even if that's 10% over the actual number, it still exceeds the total allowed in funding.

If the actual number of trades turns out to be less than the 250,000 funded for, I can't imagine the mad scramble there will be when they unsuspend the program for the remainder.

Say what you will, but C.A.R.S. is being touted as the most successful stimulus program of all the programs out there right now. I'm not talking politics -- just economics.
 
Sure they cut it off. Its ok to send out billions to companies but let regular people benefit and its curtains for the program. What a disgrace.

I was reading some posts on Edmunds about this program and several people have paid cash for their new vehicles. My neighbor took advantage of the program and paid cash for the vehicle.

The economy is in bad shape right now, but not everyone is suffering financially.

I think the concern is that they realized that they don't have a good process in place to track the number of deals being cut and risk having people upset at having deals rescinded, perhaps after the fact, once funds run out due to the apparent lag time in processing the requests for the Government funds.

I suspect that the program will resume once an investigation looks at what's actually in the pipeline and some changes to the process are made.

This sort of thing is an all too common result of legislation that is hurried through Congress with little thought or scrutiny applied to it.
 
Now the news is reporting that the CARS program has not been suspended. :faint:

WASHINGTON (AP) -- The White House said Thursday it was reviewing what has turned out to be a wildly popular "cash for clunkers" program amid concerns the $1 billion budget for rebates for new auto purchases may have been exhausted in only a week.

Transportation Department officials called lawmakers' offices earlier Thursday to alert them of plans to suspend the program as early as Friday. But a White House official said later the program had not been suspended and officials there were assessing their options.

"We are working tonight to assess the situation facing what is obviously an incredibly popular program," White House press secretary Robert Gibbs said of the Car Allowance Rebate System. "Auto dealers and consumers should have confidence that all valid CARS transactions that have taken place to date will be honored."

Gibbs said the administration was "evaluating all options" to keep the program funded.

A Transportation Department official said the department was working with Congress and the White House to keep the program going. The administration officials spoke on condition of anonymity because they were not authorized to speak publicly about the discussions.

Alan Helfman, general manager of River Oaks Chrysler Jeep in Houston, said he was worried that the government wouldn't pay for some of the clunker deals his dealership has signed because they aren't far enough along in the process.

His dealership has done paperwork on about 20 sales under the clunker program, but in some cases the titles haven't been obtained yet or the vehicles aren't yet on his lot.

"There's no doubt I'm going to get hammered on a deal or two," Helfman said.

The clunkers program was set up to boost U.S. auto sales and help struggling automakers through the worst sales slump in more than a quarter-century. Sales for the first half of the year were down 35 percent from the same period in 2008, and analysts are predicting only a modest recovery during the second half of the year.

So far this year, sales are running under an annual rate of 10 million light vehicles, but as recently as 2007, automakers sold more than 16 million cars and light trucks in the United States.

Even before the suspension, some in Congress were seeking more money for the auto sales stimulus. Rep. Candice Miller, R-Mich., wrote in a letter to House leaders on Wednesday requesting additional funding for the program.

I think they should give money to those of us who bought new cars a month before annoucing the program. We were stimulating the economy too. :guilty: And trust me, we stimulated it A LOT!

I just bought a 2010 Toyota Camry yesterday. I clunked my 1999 Jeep Cherokee for it. Truth be told, the Jeep had a head gasket leak which was on its way to totally blowing, so of course I could get no money for it!

We put over 10K down and will pay the remainder 7 K by the end of the year. We can pay the 7 K off by about November.

Translation: After realizing some real potential problems with it, they were going to suspend the program temporarily to work on the mechanics of it. However, word of the coming suspension leaked and, sensing a PR problem, word was sent from up the food-chain "Oh, no you don't!". So they'll have to work out the problems as the train still barrels down the tracks and hope they don't discover that they've ran out of money a week after the fact.
