We are going to Ca in April and need to rent a mini van. Does anyone know the best time to rent this? Should I wait or book now? What would be a good price for one week rental.

Book the best rate you can find now. With the exception of the pre-pay deals, most (if not all) of the major car rental companies will not ask for a credit card when you make your reservation. Then just periodically check the sites for better deals/rates and book that if you see a better deal than your reservation. There's no fee for canceling.

*EDIT* This far out from your trip, you may not see any online discount codes yet that will still be good in April.
