But nothing to stop you getting a bus from the resorts to a park. As I said its totally not worth the hassle to me but is it against Disneys rules?
The wording on the Disney website is saying it is allowed. Here it is
Transportation to and from the Downtown Disney area is available via bus throughout Walt Disney World Resort and is complimentary for Walt Disney World Resort hotel Guests. For Park Guests choosing to drive, complimentary self-parking is also available.
Surely that just means you can visit DTD by bus or by car?
It doesn't say that you can drive to DTD and park all day in order to get a bus to a resort you're not staying at in order to get a bus to the park you want to visit.
Your quote refers to DTD as the destination not as a staging post for another destination.
