Can you visit Waterpark before reservation begins?

A friend originally booked a vacation package to WDW, check in on Sunday, check out on Friday, six day park hoppers with the waterparks and more option. They found a super deal on airfare, so are now flying in on Saturday and flying out in Saturday. They are staying off property the extra nights. This is their first trip ("only" trip.....yeah sure that's what we said the first time haha!) and they're a big group - parents, three kids age 6-9 plus two grandmas, so she is trying to plan lots of flex time and downtime and not try to over schedule or squeeze too much in. They have two Waterpark half days plus MNSSHP one night, and I'm worried she is going to end up disappointed that they didn't spend more time at the parks.

SO. With the WP&M option, could she possibly have them visit a Waterpark that first Saturday, even though they haven't checked into the resort yet? The two aren't really linked are they? Or are they?? Can they take their rental car, do Blizzard Beach, stay offsite, then still have their six days to spend at the parks afterwards? I think this would free up their schedule a lot more if they could do that, but as I've never stayed off property, or used park hoppers or any options, I wasn't sure if it worked like that.
 
Go to any Guest Relations with your ID and reservation info, and they can activate your tickets up to 10 days before check in.
You can use any part of your tickets in any order.

So would they have to go to one of the four parks to do this, and then go to the Waterpark? Or is their guest relations at the water park? They don't want to use one of their six park days that first day, because the grandmas won't be there yet, but the WP&M option gives them six trips to a Waterpark in addition to the six park days, correct? Just wanting to make sure I have it correct when I give her the info.

We also bought the water park and more tickets but we're staying offsite. Do we need to have our tickets activated? We are planning to go to Disney Quest on our arrival day but not to a park until the following day.

There are guest relations windows at both waterparks, no need to go to a theme park.

Yes six theme park visits and 6 extras (waterparks, mini golf etc)

No only if you have package tickets you want to use before your package arrival date
