Can you use RCI timeshare to trade/exchange for DVC points?

I've passed on all I know; so, this friend can make their decisions. If they stay offsite it won't be too bad.

Grande Vista, Cypress Harbour, Harbour Lake and Vistana Villages are the best II options available overall, all about 3-4 miles. Lakeshore Reserve will join that group when open and likely move to the head of the line.
 
One has II and the other is RCI.

Can someone explain to me what it means when it states:
A Disney resort services fee is required. What is this and how much is it? It also states this fee is payable before check-in.

Disney collects a $95 (I think) trade-in resort fee to cover resort services. People that trade in need to pay it, although they may let you pay upon check-in rather than in advance. For those that trade in, it supposedly helps offset the cost of normal Disney on-site sevices, like resort delivery of items you purchase in the parks, free theme park parking if you drive, etc. These are hidden in the price of "cash reservations" at regular Disney resorts.

We, as DVC Members also have to pay a $95 fee whenever we trade out of the DVC system. Supposedly it help offset the cost for our Member Services to handle the trade.

Unlike the fee DVC members pay when they trade out, this $95 fee goes straight to DVD and is in addition to any fees charged by the exchange companies themselves.

For the RCI member it is important to know if they are RCI weeks or RCI points.
