This is correct. This year my son slept through dinner at Boma and our waiter didn't redeem a dining credit for him so we were left with one credit and later used it for a QS meal. Last year my daughter ended up sick one day and we cancelled our reservation for that day leaving us with 2 adult and 1 child TS credit which we used for QS once all of our QS credits were consumed.

From my experience, you can use your TS credit for a QS credit, even if you haven't redeemed all your QS credits.
Two years ago I traveled with a cousin who keeps kosher. The only meals she could eat were served at QS locations (served packaged, kind of like airline food).
The CM had no problems with us using the TS credits for QS ones instead. But a lot of them gave us looks like, "why would you even want to do that??"
