Can you get FP in park if you didn't do the Plus online

If you knew nothing of booking FP plus online would you be able to go to a park and get FP for rides??

or you don't have tickets booked before you go and can't book online??

Yes, subject to availability. The difficulty ones you won't get and I'm not certain on how the E Ticket ride availability is either.

They have kiosks scattered around the park and also CM's with ipads to help you select your FP's.

Yes. The park maps will show the locations of the kiosks where CMs are standing by to help folks make their FP+ selections (you can actually use the WDW website park maps right now and see where those locations are) . They (the CMs) will be very good at walking you through everything and getting everyone in your group aligned with the same selections.

However, once you purchase your park tickets/APs upon arrival, you can link them to your MDE account right then and begin making FP+ selections from your phone or computer. You won't have to wait until you get to the parks.

Although some of the ride options might be limited, keep trying. We changed our FP+ selections throughout the day while in the parks. For example, I needed to move our Test Track FP+ from morning to afternoon. Tried from the hours of 8:30am until 10:00am and there was nothing. Around 10:15am several afternoon FP+ options popped up.

Just make sure that everyone in your party is somehow linked up in your "family and friends" section of your MDE account prior to arrival and then you can select FP+s for them at the same time you get yours. It's just faster to have that step out of the way.

FP+ isn't so bad once you get used to it. However, the whole tiering of ride options still annoys me greatly!

If by FP you mean the legacy (paper) FastPass system, that's no longer in use.
