I know you can ugrade two table service meals for dinners at certain premiere restaurants....can you also use TWO counter service meals for a table service?

Disney does offer some 'premier' restaurants and charges two credits to dine there, they consider it their Signature Dining. If you look at http://www.wdwinfo.com/disney-dining-plan.htm about 1/3 of the way down the page there is a list of participating locations. The signature/premier locations are listed in dark teal on the far right and all take 2 TS credits.

You cannot upgrade 2cs for a TS credit with the basic DDP. The DxDDP (Deluxe Dining Plan) makes no distinction between TS and CS. A credit on the DxDDP is just a credit and can be used for either TS or CS.

There is a new Quick Service Plan in 2009, but since you're asking about mostly TS I don't know if a counterservice only plan would interest you.
