You can rent them out if you can find available reservations.

I guess it depends. But then again, Im going during a slower time of year and had no problems using all my dev points.

I'm going the first week in May and was able to use all of my Developer points without a problem

Developer points are the same as any other points when the 7 month window opens (exzcept that you can't waitlist with them). So you are really asking what are the chances of there being availability at 7 months. That depends on the resort, size & type of unit and dates of your vacation.

There is almost always some availability at all of the resorts when the 7 month window opens. Unless you have your heart set on a particular resort and unit type for a popular time, you should not have a problem using developer points for a DVC resort vacation. That assumes you call as soon as the 7 month window opens - the early bird gets the best worms (and sometimes the only worm), LOL. And that said, there have been many reports of successful last minute bookings. Availability changes often and you never know until you call what it may be.
