Can someone make a Dr. doofenschmirtz design?

I read another thread that mentioned a shirt with Dr. Doofenschmirtz from Phineas and Ferb holding a Fast Pass and saying "The Line Eliminator-inator".

I love this idea. Would anyone be able to create one? Thanks in advance!

This is a really cool idea. I would make you one if I knew how to make one. Sadly I don't know how to make any of the designs I have seen on here.
