Can someone explain a transfer

We are planning our Feb trip and are working on the details but think we'll need about 20-30 pts to complete our plans at WLV. We've never rented pts before but I've heard someone could transfer their pts directly to our acct? Is that true? Is that the best way?

It is true but a little complicated if not the same use year and home resort as you already have. If you don't, you may find that you have points you can't use for what you want. Plus, a large portion of people with transfers require full payment up front, I know I would. Likely best to just have someone else make the reservations in your name and link to your current reservation made with your own points.

If you only need a small number of pts (like 22) the seller cannot make the reservation (it's less than 1 day at a 1bdrm VWL)....it would have to be a transfer wouldn't it??

Just rent enough for one night and bank the few left over points. But yes, if you wanted to have an exact number, you'd likely have to rent points and have them transferred.
