Can points be transferred to your account if they are from a non-home resort?

For example, my home resort is the Boardwalk with an April use year. If I wanted to buy points from someone who owns at the Beach Club, could those points be transferred to my account?

Yes, and they should retain their BCV 11-month window for making reservations. However, I've heard that DVC's computers don't always track the Home resort very well on transfers, so you might need to remind them that the points are BCV points if you have trouble initially making the reservation.

I've had points transferred into my BCV account from HHI and they do not retain the home resort but they do retain the use year. So, in your example, if you own at BW with a June use year and transfer BCV points with a Sept Use year into your BW account, the points will look like BW points with a Sep use year. You'll be able to merge the points together for a single reservation as long as the use year rules are followed. You will also be able to take advantage of the 11 month window for BW with those transferred points.

TJ is right that the current computer system cannot recognize the original resort. You can remind them they are BCV points but it takes a supervisor and an Act of Congress to get them to make a ressie in the 11 month window at the BCV with those transferred points. However, if what you really want are more BW points, then you are golden.
