We are staying outside Disney World and would like go over to the
Fort Wilderness campground and look around a bit for old times
sake since we stayed there 20 years ago, and maybe sit on the beach
and watch the water parade go by. I know that if you are
going to the Pioneer Hall area for dinner, that you have to catch
a bus from the front entrance of FW to get to it. We are not going
there for dinner, however, and so I am wondering...

Will we, as non-resort guests and non-dinner guests, be allowed to
get on the bus that goes to the Pioneer Hall area?

Also, more generally, are non-resort guests allowed to use the transportation system to get from one place to another within Disney World?

To answer your question, I believe transportation is tied in with your ticket. That would make sense as you may need to get from one park to another.

But .. to be honest, they never ask for tickets, room keys, or anything else.

Generally you may visit any location in WDW using available Disney transportation.

Exceptions include such things as restricting the resort monorail to guests of the respective resorts during peak morning and closing hours (use the express monorail), or denying day guests bus service to the applicable park during morning extra magic hour (wait until official park opening).

What she said. :) We've only been asked to present resort ID for transportation twice, in 16 years of visits.

Anyone with park passes is allowed to use the transportation within WDW. I have yet to be asked for an ID on any form of transportation. Have fun exploring and reliving those past moments!!!
