Can non-resort guests use disney transpotation?

Will be staying on resort (pop) and my parents live in Orlando. Can they join us at our resort and take the bus with us to the parks (they have park tickets)???

if they drive over to pop just get them a parking pass when you check in (your allow 2) maybe more. Anyone can use Disney trans ( onsite or off)
